1996年我国政府提出实施绿色照明工程，推广使用节能灯产品。节能灯是普通照明用自镇流荧光灯的俗名。优质节能灯具有发光效率高、寿命長、結构紧凑等特点，可以直接代替白炽灯泡使用，它的发光效率和寿命应是普通白炽灯泡的6倍以上。因此，大力推广使用节能灯，对我国经济可持续发展具有十分重要的意义。

normal >　　我国是节能灯的生产大国，具有较先进的技术、設备和质量控制水平，产品出口量在全球市场占有较大比例。但国内市场销售的节能灯产品由于多种原因，呈現出“节电不节钱”的現狀，影响了节能灯的推广使用。

normal >　　为推动节能灯市场規范有序发展，提高节能灯产品质量，通过向社会提供客观、实用的节能灯产品质量、性能、价格信息，调动广大消费者选择、使用节能灯的积极性，中国消费者协会联合北京、上海、广东三地消费者协会（委員会），对市场上销售的23个品牌的节能灯产品，委托国家电光源质量監督检验中心（北京），参照GB/T17263-2002《普通照明用自镇流荧光灯性能要求》标准，对其功率、色容差、初始光效、2000小时光通维持率等有关技术指标进行测试和比较，并向社会公布信息。比较试验結果详见附件——《节能灯比较试验测试結果一览表》（結果只对产品的样本负责）。

normal >　　本次比较试验测试數据显示， 23个样本虽然都符合国家强制性安全指标要求，但样本的性能指标存在着差异，购买价格也相差较大。23个样本中有效样本为22个，标称中山市耐得照明有限公司生产的耐得牌样本有1只实验灯实验中途不启动无法完成所有实验，因而不能比较。

normal >　　比较试验主要反映出以下几方面情况：

normal >　　1、多數样本的实测功率值与标称值接近或相等

normal >　　功率决定了耗电量。测试值与产品标注值之间的差值越小，产品的控制参數越高。经检测，22个样本中有15个样本的实测值与标注值接近或相等。

normal >　　2、多數样本的实际发光颜色与标注颜色相符

normal >　　色容差是指节能灯发光的颜色与产品标注的发光颜色之间的差别。如果色容差较大，就会造成灯的实际发光颜色与消费者希望获得的灯光颜色不一致，而且同种颜色的节能灯同时点燃时，会因色容差较大而造成视觉不适和疲劳。

normal >　　每个节能灯的包装上一般都标注发光颜色。国家推荐使用的节能灯发光颜色表示方法是：RR代表日光色，RZ代表中性白光，RL代表冷白色，RB代表白色，RN暖白色，RD代表白炽灯色。因为国家没有强制性規定，也有些产品用中文表示发光颜色。

normal >　　3、半數以上样本的节电效果较好

normal >　　初始光效一項反映了节能灯的节电水平。22个样本中有14个样本的节电效果相对较好，另8个样本的节电效果一般，产品的技术水平有待提高。

normal >　　4、样本的2000小时光通维持率存在一定差别

normal >　　各种照明灯产品使用一段时间后，灯会越来越暗，但耗电量并不减少。光通维持率代表节能灯使用一段时间后与刚使用时比较，能够维持原有光输出量的百分比。光通维持率數值越高，节能灯维持正常发光狀况的时间越長。

normal >　　国家标准要求，节能灯的寿命应达到6000小时以上，2000小时光通维持率不应低于80%。提高节能灯的光通维持率应该是生产企业追求的目标。

normal >　　消费者評价市场销售的许多品牌节能灯产品“节电不节钱”，主要是因为灯的光通维持率低，寿命短，更换频繁。

normal >　　22个样本中，2000小时平均光通维持率较好的有：标称宜家瑞典有限公司生产的IKEA牌样本、标称福州芝光照明有限公司生产的TOSHIBA牌样本、标称浙江阳光集团股份有限公司生产的阳光牌样本、标称惠州TCL照明电器有限公司生产的TCL牌样本、标称飞利浦电子贸易服务（上海）有限公司生产的PHILIPS牌样本、标称佛山市順德区华强本邦电器有限公司生产的华强牌样本、标称江苏省张家港市四通电子設备厂生产的东方四通牌样本、标称上海亿开照明电器有限公司生产的亿开照明牌样本。

normal >　　比较试验样本中另有3个品牌的样本（标称浙江正泰建筑电器有限公司生产的CHNT牌样本、标称中山市技星照明电器厂生产的技星牌样本、标称中山市古镇兴达电子电器厂生产的样本），6只测试灯没有全部点足2000小时，无法与其它样本比较，其中有的测试灯甚至没有点足1000小时。

normal >　　此次比较试验可以看出，目前市场销售的节能灯产品质量参差不齐，即使是符合国家安全性能的产品，其技术性能也存在明显差别。专家提醒消费者在选择节能灯产品时，须注意以下几个方面：

normal >　　1、选购有认证标志的产品

normal >　　安全认证标志——有“CQC”标志的产品说明该产品是经中国质量认证中心认可，符合中国质量认证中心規定的安全要求，是对节能灯安全指标的验证。

normal >　　节能认证标志——目前我国照明产品有兩种节能认证标志：“CQCES节能”和“节”字标志，兩种标志都说明产品符合国家标准中节能評价值的要求。

normal >　　2、看产品外包装

normal >　　国家强制要求节能灯产品在外包装上标出以下内容：产地、额定电压和电压范围、额定功率、额定频率。在灯上、或在包装上或在使用说明书上标注关于灯的电流、以及其他与安全使用有关的补充说明。

normal >　　3、看节能灯外观

normal >　　一看灯头、灯管是否松动，灯管荧光粉涂层是否均匀无漏涂、掉粉，荧光粉体应当晶莹洁白，不能有发黄或发灰的現象。

normal >　　二看通电点亮灯管后，灯管发光是否正常均匀，灯管应无明显黑斑，发光体无闪烁。

normal >　　4、了解节能灯的型号

normal >　　如某节能灯产品标明型号为：YPZ230/9-3U•RR•D 6500K，其中YPZ代表普通照明用自镇流荧光灯（节能灯），230/9表示额定电压230V、额定功率9W，3U表示灯的結构（由3个U形灯管組成），RR表示灯的发光颜色，D表示电子式自镇流，6500K表示相关色温或用中文表示成日光色。一般节能灯产品标注前三項的较多。

normal >　　5、按节能灯的特点选择型号

normal >　　功率——照明效果相同的情况下，节能灯消耗的功率为白炽灯的六分之一。因此，如果想获得与60W白炽灯相同的照明效果，选择10W的节能灯即可。

normal >　　发光颜色——主要根据使用环境和个人喜好。在卧室，餐厅等比较温馨的场所可购买标有RN、RD字母或暖黄色等字样的节能灯，并且发光颜色呈淡黄色的节能灯其光效、显色指數都高于发光颜色为白色的节能灯。有的消费者认为发光颜色越白甚至发“藍”的灯越亮，這是一种认识误区。

normal >　　6、注意灯的互换性

normal >　　互换性是产品的灯头与灯座是否配合良好的指标。互换性不好会造成灯在安装和拆卸时的困难，且易产生不安全隐患。

normal >　　7、仔細阅读说明书

normal >　　仔細阅读产品说明书和包装上的文字，它不仅可以指导正确使用节能灯，还可以了解更多的有关产品的其他一些性能，如功率因數、光效等，有利于消费者了解产品质量情况。

normal >　　8、要“货比三家”，选择高性价比的产品，不要一味贪图便宜

　　产品性能的优劣并非与价格、品牌大小直接对应，应在购买前了解相关信息，特别是国家行政机关和消费者协会发布的产品检测或商品比较试验信息，根据实际需要选择价格适中，质量优良的产品，不要一味贪图便宜，购买价低质次的产品。
